Picking a web designer is much simpler than you might think. All it takes is knowing the right questions to ask and the right criteria to go by. What my experience says is that the designer who shows the most enthusiasm and excitement about working with you, also happens to be the one most likely to deliver the best website for your needs. In fact, it’s a bonus if they even pitch in ideas that help your business or your website vision.
The obvious other criteria is pricing. You might think that pricing is a simple matter of “you get what you pay for”, but this is simply not the case in web-design. Here, this is confounded by many other variables. As a general rule, those who charge less than $500 flat are almost guaranteed to be no good.
It’s just as bad to go to the top of the spectrum. Anyone who thinks that there are benefits to an agency that charges more than $5000 for a design project is deluded. You would only be paying for their fancy conference room. That extra charge does not in any way guarantee you a website any better than the 2000$ agencies.

And finally, when picking design, the more local, the better. If they are in the same city as you are and you could grab a cup of coffee to go over the website should the need arise, this would be perfect.
It is important to note that you do not want to push for such meetings while still choosing a designer. Most of the best in the trade are in it precisely so they escape the corporate culture. If they suspect you are someone who will want to do endless meetings in person where you waste commute time, they might actually drop the idea of doing your project. So only use the local criteria on a “just in case” basis.
