And despite the fact that a large amount of uninsured young people have jobs, many have just begun their careers and work at low wage jobs for employers who offer limited or no health care benefits.</p><p>From the perspective of the collections industry, this new economic progression has the capacity to have massive ramifications. With this many young adults currently scrambling to pay for day to day expenses, let alone medical bills, experts are predicting that their personal debt will grow to massive proportions. As health care prices spike it is crucial to bear in mind that uninsured young people are twice as likely as those with privatized health insurance to have no education beyond high school. Not only will these people not have coverage, but their lack of education will limit their earnings potential in the future as the job market grows more and more competitive. Getting rid of the eyesores has been beneficial, but feeble collection efforts have left taxpayers footing the bill.</p><p>After years of neglecting to even send bills for costs, the city plans to begin filing lawsuits against the proprietors of the 40 most costly demolitions of the past six years, which run more than $25,000 apiece.</p><p>Some Detroit inhabitants remain dubious. Last week, the federal government added in $41 million to rip down or rehabilitate the houses, and officials are currently speaking about how this money could be put to the most efficient use.</p><p>Starting in February, the city will send property owners invoices for the cost of the work it took to tear down their buildings. If they don&#8217;t pay after 90 days, collection agencies working for commissions will go after the debt. If the debt is big enough, the Detroit law department could get involved and file a lawsuit. Although officials acknowledge that the city will only recoup part of the money, the money could go to fund even more demolitions.</p><p>Like a lot of public plans, this one has its critics. Some Detroit inhabitants believe that the collections efforts will unfairly target small business owners and underprivileged landlords. 			<content:encoded><![CDATA[<p>The U.S. Attorney&#8217;s office submitted a criminal complaint Friday in U.S. District Court charging Timothy E. Arent and Neil G. Wieczkowski, both of Buffalo, N.Y., with mail fraud and conspiracy to commit mail fraud. Arent is also charged with bankruptcy fraud. The charge of mail fraud carries a maximum penalty of 20 years in prison and a $250,000 fine. The conspiracy and bankruptcy fraud charges each carry a maximum penalty of five years in prison and fine of $250,000.</p><p>Assistant U.S. Attorney MaryEllen Kresse said the complaint alleges that, from September 2005 through the present, Arent and Wieczkowski were engaged in a fraudulent debt collection scheme in which they coerced monetary payments from their victims by means of false pretenses, false impersonation and false representations. The complaint states that the victims were individuals who at one time or another owed some type of debt that had gone into collection status.</p><p>According to the office, Arent and Wieczkowski crookedly told their victims that the victims had failed to respond to summonses, which would result in their imminent arrest. It is further alleged that Arent and Wieczkowski told the victims that the only way they could avoid apprehension and detention by law enforcement was to make substantial monetary payments, usually in a matter of hours. The complaint alleges that Arent failed to disclose to the Bankruptcy Court that he had bought a 4,700 square-foot residence in Buffalo worth $500,000 before the bankruptcy, and that, after filing for bankruptcy, he was actively engaged in debt collection work through two corporate entities. Arent&#8217;s debts, as well as two civil judgments that had been filed against him concerning his pre-bankruptcy debt collection practices, were discharged by the bankruptcy court in 2006.</p><p>Arent and Wieczkowski appeared before Judge Scott Friday afternoon. Ms. Kresse moved for pretrial detention.
